Concept

Drain your opponent's resources by harnessing the Leader Doflamingo card's effect to play Seven Warlords of the Sea Character cards without paying their cost.
Manipulate the cards at the top of your deck to deploy Characters that will secure your victory.

Deck Breakdown

Early Game

It is essential to make the most of the powerful Leader effect of "OP01-060 Donquixote Doflamingo" from the beginning of the game. However, simply using this effect will leave your ability to play a card entirely up to luck.
This is where cards you can use to manipulate the top of the deck such as "OP01-077 Perona" are most useful. Remembering that you will draw a card at the beginning of your turn, make sure that the card you want to play is at the top of your deck when you use your Leader effect.
Conversely, place cards with +2000 Counters or high-cost finishers in such a way that you can add them to your hand.

You can activate the [On Play] effects of cards you play directly from your deck using your Leader effect.
When playing against an aggro deck, try to predict how the game will unfold and manage your deck accordingly, such as by planting "ST03-014 Marshall.D.Teach" at the top of your deck.

Mid Game

In addition to allowing you to manipulate the cards at the top of your deck, "OP01-073 Donquixote Doflamingo" is itself a {The Seven Warlords of the Sea} card. After using your Leader effect to play this card, use this card to rearrange your deck and set up your next turn.
Widen the resource gap between you and your opponent by playing Characters without using your hand, and utilizing the trash recovery effect of "ST03-004 Gecko Moria".

{The Seven Warlords of the Sea} cards played using your Leader effect will be in a defenseless rested state. Make sure to protect them well with "ST03-008 Trafalgar Law" and +2000 Counters.
Cards with defensive capabilities are good options for recovery using "ST03-004 Gecko Moria".

End Game

Once you reach the endgame, Characters with 5000 power played using your Leader effect will have less of an impact.
Make sure to incorporate turns focused on playing higher power Characters, such as "OP01-065 Vergo" with 7000 power and 5 cost.

"ST03-009 Donquixote Doflamingo" and "OP01-070 Dracule Mihawk" are powerful finishers that can create a strong board while dealing with your opponent's played cards using their [On Play] effects.
Send powerful opposing Characters you don't want your opponent to play again from their hand to your opponent's deck with "OP01-070 Dracule Mihawk".
