Concept
The ONE PIECE CARD GAME finally enters the Elbaph arc! This deck is full of {Giant} type Characters whose cost increases by +12 when they're on the field, giving them a fittingly overwhelming presence, and {Straw Hat Crew} type Characters who can join the fray as low-cost attackers. Your Leader's effect also lets you give [Blocker] to Characters with 12 cost and more, allowing your {Giant} cards to provide strong defensive support and making it an extremely solid deck.

Early Game
Your Leader "OP17-079 Monkey.D.Luffy" allows you to give [Blocker] to all Characters with 12 cost or more on your field.
Fittingly, this deck features plenty of {Giant} type Characters whose cost increases by 12 as long as they're on the field and {Straw Hat Crew} type Characters who gain a buff if you have any Characters with a cost of 12 or more.
Play out "OP17-080 Usopp" first, and begin gathering {Giant} type cards that can boost their cost to 12 or more in your hand.
"OP17-080 Usopp" also gains +3000 power if you have a Character with 12 cost or more on your field, making it a viable attacker if you pair it with one of the {Giant} cards you've assembled.
"OP17-089 Jaguar.D.Saul" is a particularly good card to search for here.
It has an extremely useful [On Play] effect allows you to look at 3 cards from the top of your deck and add 1 {Elbaph} type card to your hand while trashing the rest.
It also gains +12 cost, enabling you to both fulfill the conditions of many {Straw Hat Crew} cards and gain [Blocker] thanks to your Leader's effect.
It's a versatile card that lets you prepare Characters with 12 cost or more while securing more cards to use.
Mid Game
Continue playing out {Giant} type cards. "OP17-119 Loki" is a particularly powerful choice: not only can it give itself +12 cost, it also gains +3000 power during your opponent's turn.
This makes its power during your opponent's turn a whopping 11000. Your Leader's effect also grants it [Blocker, meaning that it can weather any hard-hitting attacks your opponent throws at it.
It also has a powerful [On Play] effect that lets you K.O. your opponent's Characters with a total cost of 4 or less.
Aim to K.O. several of your opponent's Characters at once and use your potent [Blocker] cards to hinder your opponent's attacks.
In addition to [Loki], fielding multiple Characters at once is also a sound strategy.
"OP17-085 Dorry" and "OP17-092 Brogy" each have [On Play] effects that allow you to play the other from your trash or your hand, making them an effective way to increase your number of Characters.
The majority of the {Straw Hat Crew} cards in this deck have 2 cost, but gain a power boost if you have a Character with 12 cost or more. Play them out alongside your {Giant} cards and increase the amount of times you can attack.
End Game
In the late game, aim to play out "OP17-093 Monkey.D.Luffy". Its [On Play] effect allows you to draw 1 card and play a Character with 2 cost or less from your trash.
It also gains [Rush] if you have a Character with 12 cost or more, letting it attack immediately. It's a great card both for assembling allies and mounting a quick offense against your opponent.
Leave the defense to your 12 cost {Giant} cards, equipped with [Blocker] thanks to your Leader's effect, and go on the offense with your {Straw Hat Crew} cards.
"OP17-081 Gerd" and "OP17-087 Robin" are great cards to play using "OP17-093 Monkey.D.Luffy".
OP17-081 Gerd" both gains [Blocker] thanks to your Leader's effect and has an [On Play] effect that lets you swap 1 card in your hand for 1 in your trash, making it a good defensive choice.
Meanwhile, the [On Play] effect of "OP17-087 Robin" allows you to cut the power of 1 of your opponent's Characters by −3000 if you have a Character with 12 cost or more.
Use it to lower your opponent's power before going on the offensive with the [Rush] effect of "OP17-093 Monkey.D.Luffy".
