Concept
The legendary {Rocks Pirates} finally join the fray. This deck, featuring a lineup of notorious pirates, is full of tricksters who lack [Counter +] effects. Bringing them together is their Leader [Rocks], with a [When Attacking] ability that allows you to keep increasing your hand every turn. Use it strategically and take advantage of the wide range of options afforded by your large hand.

Deck Breakdown
Early Game
This deck, headed by Leader "OP17-039 Rocks.D.Xebec", is composed of {Rocks Pirates} cards who lack Counters but make up for it with raw strength.
This Leader's [When Attacking] effect can be used as a powerful card drawing effect, allowing you to trash 1 card from your hand and reveal 1 card from the top of your deck, then letting you draw another 2 cards if the revealed card's type includes "Rocks Pirates".
Make use of this effect to build up your hand while using other card effects to attack and defend your hand in place of Counters.
Start off by playing "OP17-057 Fullalead" and give your cards without Counters +1000 power to fend off your opponent's attacks.
Use your Characters' effects to make up for this deck's lack of Counters.
"OP17-045 Kyo" is a particularly good card to play out of the gate with this in mind, with an effect that allows you to protect a Character that would be removed from the field by your opponent's effect by trashing 2 cards from your hand instead.
Although it comes at quite a large cost to your hand, that shouldn't pose a problem with this Leader. Make sure you have plenty of cards in your hand so you can make use of the powerful card drawing capabilities of its [When Attacking] effect.
Mid Game
"OP17-049 Charlotte Linlin" and "OP17-040 Newgate" also both have effects geared towards defending your cards in exchange for trashing cards from your hand.
"OP17-040 Edward.Newgate" is an especially good card to play here, allowing you to give your Leader a massive +3000 power boost whenever it attacks or is attacked.
It's a versatile card that not only helps defend your Leader, but also adds more punch to its attacks. Keep playing out Characters that make use of the large amount of cards in your hand while aiming to use them as efficiently as possible.
"OP17-048 Shiki" is one card you want to be especially proactive about playing.
Its [When Attacking] and [On Your Opponent's Attack] effects can each be used once per turn, and allow you to lower the power of 1 of your opponent's Characters by 3000 in exchange for trashing 1 card from your hand.
This is not only handy for defense, but also pairs well with its own [Rush: Character] effect. Use it to K.O. your opponent's Characters in battle and cut down the amount of times they can attack you.
End Game
Play "OP17-118 Rocks.D.Xebec", then focus on rapidly playing out a horde of powerful {Rocks Pirates} cards.
Its [On Play] effect allows you to draw 1 card while playing up to 2 {Rocks Pirates} type cards with different card names and a total cost of 9 or less from your hand.
Assess the situation and play out Characters that will help counter your opponent's strategy, such as "OP17-049 Charlotte Linlin" with "OP17-042 Kaido" or "OP17-054 Miss Buckingham Stussy" with "OP17-040 Edward.Newgate".
This deck has a wide variety of Characters geared towards obstructing your opponent's attacks, with "OP17-054 Miss Buckingham Stussy" and "OP17-046 Gloriosa" being particularly powerful options.
"OP17-054 Miss Buckingham Stussy" is especially useful, with an [On Play] effect that prevents up to 1 of your opponent's Characters with a base cost of 6 from attacking and an [Activate: Main] effect that lets you completely block any one of your opponent's Characters from attacking in exchange for resting it and 3 of your DON!! cards.
Shut down your opponent's attacks and aim to deal the finishing blow during your next turn.
